Presidential Republic.

Executive Branch

The President and Vice President are elected for a five-year period by a direct popular voting. The President can only be reelected one time and at least, after one constitutional period since the first term has passed. If none of the presidential formula obtains the absolute majority of votes (50 percent plus one), the Nation's Congress chooses among the two most voted formulas. In order to be nominated as a Presidential candidate, s/he must be at least 35 years old and must be born in the Bolivian Territory or from parents who are Bolivian citizens.

The President appoints his/her Government Cabinet and, upon special circumstances, s/he can assume the right of ruling by decree.

Legislative Branch

The Nation's Congress is bicameral. The Senate has 27 members (three for each Department) directly elected by popular voting. The House of Parliament has 130 members, where half of them are directly elected by each Department and the other half are voted in the same conditions but through national lists with representative proportion. All the legislators hold their office and duties for a five-year period term.

Judicial Branch

The Nation's Supreme Court of Justice administers the justice and consists of 12 judges elected by the National Congress for a ten-year period. Also, it includes the District Superior Courts (one per each Department) and the department and local courts.

Right to vote

It is universal and mandatory, with 18 years old as the legal age.

Federal Republic.

Executive Branch

The President is elected by direct voting for a six-year period, without the option of being reelected. The President appoints and removes, with the Senate approval, his/her Ministers, Diplomats and General Consuls. In order to be elected the candidate must be Mexican citizen by birth and be born from parents who are Mexican citizens.

There are no positions such as First Lady or Vice President. This last one was abolished in the Constitution of 1857, due to the great political instability caused by the position during the first 50 years of the independent life of Mexico. If a President is unable of finishing his/her term, the acting presidency is on the hands of the President of the Supreme Court of Justice.

Legislative Branch

The Union's Congress is bicameral. The House of Representatives has 500 representatives: every three years, 300 are elected under the relative majority voting principle by means of the system of uninominal electoral districts; and the other 200 Representatives are elected “under the proportional representation principle, by means of a system of regional lists, voted in plurinominal circumscriptions”. The Senate has 128 members who hold their office for a six-year period, of which 96 are elected by popular voting and the other 32 depending on the votes obtained by their respective parties. Neither the Senators nor the Representatives can be reelected for the next term.

Judicial Branch

The Judicial Branch consists of the Supreme Court of Justice, the Electoral Tribunal, the Collegiate and the Circuit Unitary Courts, and the District Courts. The Supreme Court consists of 11 members, appointed by the President with the Senate's approval.

Local Government

The Mexican Federation has 31 State and one (1) Federal District. Each State is free and sovereign, and it has their respective Constitution and Congress. At the same time, the State Governments are divided in three branches: The Executive Branch exercised by the State Governor; the Legislative Branch under the responsibility of the Congress of each State; and the Judicial Branch represented by the Higher Court of Justice of each entity.

Until 1997, the Federal District was ruled by a Regent (Mayor) appointed by the President. However, after that year, the position as Prime Head of Government of the Federal District Department is chosen by the universal vote.

Right to vote

Parliamentary Democracy.

Executive Branch

The State Office is on the hands of Her Majesty, Queen Elizabeth II, while the Government Office is exercised by the Prime Minister. The General Governor is appointed by the Queen to perform as her representative at national level, the duration of his term varies and it depends on Her Majesty's will. During the legislative election, the General Governor appoints the leader of the majority party in the Parliament as First Minister.

Legislative Branch

The Parliament is bicameral. The Senate has 21 Senators appointed by the General Governor, taking into account the Prime Minister's recommendations and the Opposition Leader. The House of Representatives has 60 members elected by direct popular voting. The Legislators from both Houses hold their office and duties for a period equivalent to the duration of the Parliament, generally a five-year period, unless the General Governor indicates otherwise.

Judicial Branch

It consists of two Higher Courts: The Supreme Court of Justice and the Appeals Court. Jamaica does not have a Lower Courts system. The Supreme Court of Justice's judges hold their office and duties until they turn 70 years old.

Universal from the age of 18 years old.

WOMEN DELIVER 2010

The Inter-American Parliamentary Group (IAPG) will participate in the Conference: Women Deliver 2010, a global conference to be held in Washington D.C. from June 7 to 9, 2010. Ten parliamentarians from Latin America and the Caribbean, members of the IAPG, will participate in the Conference. The theme of this conference is: "Reduction of Maternal Mortality.”

Girls and women are the solution, not the problem. By bringing together experts and creative thinkers not only on maternal health and mortality, but also human rights, gender, HIV, education, microenterprise, sexual and reproductive health, including family planning and more, is expected to show the world the importance of investing in women and girls.
